With limited resources, modular approach is best implemented during software development. This also becomes a venue for facilitating and establishing data linkages and data clean up. When advance requirements are demanded in the capability of the information infrastructure, third party software, i.e. GIS can be pursued but compatibility to the infrastructure must be ensured.
